Questions regarding shipping

As the title says, I'm wondering about shipping and things like permits. For those who have gone through the process of getting legal permits to ship, what does it involve? Do you have someone come and inspect, or is it just paperwork? Do you have to be an actual business to apply?

How "necessary" is it to go through the process? Like .. what is the likelyhood of getting caught shipping without permits?

This would be almost exclusively isopods, possibly some roaches (my gawd my Red Runners are breeding like maniacs, I have SO many).

All I know is that I haven't heard of anyone facing real consequences but I have heard of someone having received written warnings from a county level ag department.
 
I mean as long as you're not writing "live insects" or whatever on the sides of your box (which doesn't guarantee they'll be treated well and in fact can cause additional abuse depending on the mail person handling them anyways), there's no way for them to know what's inside the box. The vast majority of vendors in this hobby are not shipping with permits.
